Covill Installed; Cimaroli, Fox, Nunn, Kloss and Harsch Honored

Doug Covill – just after he was installed as the 2011 SAR President Doug Covill, REALTOR® with Coldwell Banker in Sacramento, was installed Tuesday as the 94th President of the Sacramento Association of REALTORS®.

Mr. Covill has been a full-time REALTOR® in Sacramento for over 28 years. He has served on the Masters Club Steering Committee, Government Relations Committee, Legislative Committee, Budget Committee, the Political Action Committee, and a C.A.R. Director.

Barbara Harsch, REALTOR® with Lyon Real Estate Downtown, was honored for her contributions as 2010 President. Mr. Covill said, “You have brought forth much positive change and growth for SAR. We recognize the unyielding commitment, dedication, integrity and professionalism you have brought to your presidency.”

The officers installed for 2011 were: President-elect Patrick Lieuw, RE/MAX Gold Natomas; Secretary/Treasurer Chris Little, Little Real Estate Services; Immediate Past President Barbara Harsch and Past President Charlene Singley, Dunnigan REALTORS®. Neva Cimaroli of Folsom, the first woman president of SAR in 1979, was given the Lifetime Service Award. She joined the Sacramento Association of REALTORS® in 1955. She was a Regional Vice-president of the California Association of REALTORS® and a past director, National Association of REALTORS®.

C.A.R. Legislative Week Meetings Report

Board Action
The Board of Directors adopted a political assessment of $49 per Member beginning with the 2011 dues cycle. This assessment is for the California Real Estate Political Action Committee. If the C.A.R. Member chooses, the assessment can go instead to the C.A.R. fund for non-candidate political purposes.
The Board also approved a new structure for the statewide MLS that will merge calREDD® with the Multi-Regional Multiple Listing Service Inc. (MRMLS). After the merger, the state’s system will be called CALMLS. An additional $750,000 was also approved for the CALMLS line of credit.

SAR Successes

  • SAR received the award for raising more money for the REALTOR® Action Fund than any other large association in the state – nearly $127,000!
  • SAR’s Housing Opportunity Committee also won a $50,000 grant from the C.A.R. Housing Affordability Fund. The Association will more than match that amount to launch a new program that will give grants to homebuyers needing to make energy upgrades. Watch for the announcement of this new program that will help more buyers qualify to improve the energy use and comfort of their home.
  • Our newly formed REALTOR® Action Fund (RAF) Committee secured a grant from the NAR to host a fundraising event for RAF, which they did in conjunction with Legislative Day.

Committee Reports
The Legal Action Fund Trustees have reviewed eight cases and requests for funding since their February meeting. The Trustees authorized three amicus briefs.
A landmark decision by the California Supreme Court occurred in the case of Steiner v. Thexton, supported by the Legal Action Fund. C.A.R. was concerned about the impact on the RPA-CA because of the buyer’s ostensible right to cancel a contract due to the failure of a contingency without having to state a reason. The Supreme Court acknowledged C.A.R.’s concerns as expressed in a brief and indicated in a footnote that “bilateral contracts subject to a contingency, which are widely used in real estate transactions, are not affected by our holding.”

Building Relationships through Cap-to-Cap

By the time you read this, some 300 Sacramentans, including six representatives from SAR, will have returned from the Metro Chamber’s Cap-to-Cap trip to Washington DC.

The annual Cap-to-Cap program brings the region’s business, labor and government leaders together to build consensus for important regional priorities. Volunteers working on 13 teams will bring the region’s top issues to our nation’s leaders via 90 issue papers and more than 230 appointments with elected leaders, the Obama administration and other agency officials. Cap-to-Cap is the largest local chamber of commerce program of its kind in the nation.

I have a special regard for this effort. In 1943, in the middle of WWII, my father, Otto Rohwer, who was then the president of the Chamber of Commerce, went to Washington DC as part of a regional delegation to lobby Congress – not for more defense contracts – but for appropriations to build the Folsom Dam. Sixty-seven years later, I am serving on the Flood Protection team.

On the Flood Protection team, we worked for 200-year flood protection. Funding is not the only issue; we worked to educate federal agencies on how outdated regulations and policies stand in the way of flood protection and improving regional water supply.

The other Members of our delegation this year were Doug Covill, President-elect; Kathy Fox, Secretary- Treasurer; Nelson Janes, Executive Vice President; Caylyn Brown, Government Affairs Director, and Eric Rasmusson, Government Affairs Consultant. We spread out through the halls of Congress and numerous government agencies, bringing Sacramento’s message.

Sacramento REALTOR® Chris Little, Little Real Estate Services, received the President’s Award for 2009 from Charlene Singley, outgoing president, at the Installation and Awards Luncheon on January 5.

The President’s award is not selected by the Awards Selection Committee, but by the Association President. It may be awarded annually to a person that the President determines has made outstanding contributions to SAR during the period of the President’s term of office.

In her presentation, Charlene noted that Chris has been around the real estate business for a long time, but has been a member of SAR only since 2004.

During that time, however, he has accumulated quite a few designations: CRS, GRI, GREEN, Eco-Broker, ABR, SRES, and e-PRO. His additional NAR certifications: At Home with Diversity and the Transnational Referral Certification. He also graduated from SAR’s first Broker Training Institute.

Chris is a life-long Sacramentan, although he did leave Sacramento to attend the University of Oregon, where he earned a B.S. degree in Political Science.

Sherri Radovich Rubly, Wells Fargo Home Mortgage, was named SAR Affiliate of the during the association’s annual installation of officers on Tuesday, January 5.

Among the qualifications, as listed by 2008 Affiliate of the Year Steve Cassani, are:

  • Must demonstrate a commitment to SAR through a period of years of volunteerism in more than one SAR activity.
  • Must demonstrate an ability to generate participation by others in SAR activities through enthusiastic and effective leadership.
  • Must participate in charitable, public service, or legislative activities outside the SAR organization that enhance the image of the REALTORS in the community, and finally
  • Must participate above and beyond the responsibilities of nominee’s paid position.

Steve described Sherri as “A great asset to SAR and her profession.” Sherri has chaired committees and is a member of WCR, served on the Board of Directors and is currently is a Scholarship Trustee.

Paula Colombo Receives SAR Lifetime Service Award

REALTOR® Paula Colombo, Lyon Real Estate Roseville, was recognized for her dedication to the profession with the Lifetime Service Award during the SAR’s annual installation of officers on Tuesday, January 5.

Paula has served the REALTOR® organization tirelessly and effectively at the local, state and national levels.

She was president of WCR in 1984, President of SAR in 1991, has served on C.A.R.’s Executive and Nominating Committees and continues to serve as a C.A.R. Director.

Paula’s strong political involvement has led to service on SAR’s Government Relations and Political Action Committees as well as C.A.R’s Federal Issues, Political Affairs and Local Government Relations Committees. She has also served at C.A.R. as CREPAC Chair and an IMPAC Trustee. Paula is C.A.R.’s Key Contact for Dave Cox and Ted Gaines. Nationally, she serves as Congressman Dan Lungren’s Federal Political Coordinator.

And she has backed up her activity with her investment. Paula is a Charter Golden R contributor.

Her additional service includes work on the S.A.R. and C.A.R. Scholarship Foundations and the local and state Housing Opportunity and Housing Affordability Committees. Paula is also a longstanding Member of the Professional Standards Committee.

Alan Wagner Recognized as SAR REALTOR® of the Year

Elk Grove REALTOR® Alan Wagner, Exit Realty, was recognized for his contributions to the profession by being named 2009 REALTOR® of the Year during the SAR’s annual installation of officers on Tuesday, January 5.

The award was presented by Doug Covill, 2008 REALTOR® of the Year. The criteria are:

  • Active participation in SAR activities by serving on committees, subcommittees, task forces and/or the Board of Directors;
  • A demonstrated commitment to SAR through a period of years of volunteerism in more than one SAR activity;
  • The ability to generate participation by others in SAR activities through enthusiastic and effective leadership;
  • Participation in charitable, public service, or legislative activities outside of the SAR organization that enhance the image of REALTORS® in the community.

Alan holds CRS, GRI, ABR & e-Pro designations. His real estate career started in 1984.

He is a recent SAR director, a past SAR President, a past MetroList Director, a C.A.R. Director, a former NAR Director, and chairman the MLS Committee. He is a past chair of the Education Committee, and has been a Member of several strategic planning Committees and the Grievance Committee. He has been one of the Regional coordinators for SAR’s weekly Elk Grove regional meeting and for awhile was the only practicing REALTOR® certified to teach WINForms Programs in Northern California.

Sacramento REALTOR® Barbara Harsch will be installed as President of the Sacramento Association of REALTORS® on Tuesday, January 5.

In 1986 she joined Lyon Real Estate specializing in residential properties. She is an Outstanding Life Member of the Sacramento Association of REALTORS®’ Masters’ Club and is its past president. She has served on the Board of Directors of SAR for three years.

She was born and raised in East Sacramento and describes herself as a “passionate advocate for all things Sacramento.” She is a graduate of Sacramento High School and the University of California, Berkeley. Barbara taught high school English and history throughout the region for many years. She has been active the Los Ninos Service League, which runs the Casa de Los Ninos Restaurant supporting the Sacramento Children’s Home. Barbara served on the National Ski Patrol for 22 years at Alpine Meadows and was a Senior Judge for the American Waterski Association for 15 years.

Charlene Singley, Lyon Real Estate, will be recognized as Immediate Past President. Other 2010 officers are Doug Covill, Coldwell Banker, President-elect and Kathy Fox, Prudential NorCal Realty, Secretary/Treasurer.
